The Atlanta VA Health Care System is recruiting for a Pharmacy Supervisor located within Pharmacy Service. The incumbent directs and coordinates the inpatient pharmacy operations to provide comprehensive, high quality pharmaceutical care services to all patients served by the Atlanta VA Medical Center. They will assist the Associate Chief, Pharmacy Service in managing the overall pharmacy operation, supervising inpatient pharmacy staff and ensuring the effective utilization of all resources. Basic Requirements: Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determination: GS-13 Pharmacy Supervisor - Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. AND Knowledge, Skills, and Abilities. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: Work requires repetitive use of hands, moderate lifting, walking, reaching above head, bending, stooping, standing, pushing, pulling, lifting/carrying of light items (up to 15 pounds), including boxes and equipment, and coordination for rapid mental and muscular coordination simultaneously. Normal range of hearing and vision are required to perform work and communicate effectively; must have the visual ability to distinguish between basic colors and shades of color. Must be physically capable of operating various types of equipment used for the job. Must possess emotional and mental stability. Must be able to work closely with others. Maintains an active license for the Pharmacy Service. Assures all legal requirements for state, federal, and VA are continually met within written guidelines and sound pharmaceutical judgment. Maintains effective personnel management program within pharmacy including E.E.O. awareness, training opportunities, tuition support, and individual development plans. Provides attention to employees' complaints/grievances with the goal of resolving them at the lowest possible level. Promotes cultural diversity to establish an environment that works for all employees and strives to achieve and maintain a culturally diverse work force, which is comparable to the civilian workforce. Responsible for assuring all aspects of drug control, drug accountability and drug security are maximized and are in accordance with the Atlanta VA Medical Center and Pharmacy Service policies and procedures, and other applicable VA, FDA and Federal regulations. Develops and maintains effective pharmacy operations within the inpatient pharmacy that are synergistic with other healthcare system programs and are designed to maximize drug distribution processes, inventory management and patient care. Develops implements and evaluates programs for quality improvement of pharmacy services. Responsible for the professional growth and development of professional and technical staff. This is accomplished through periodic informal encounters and formal performance evaluations. Incumbent serves as a role model for problem solving activities and conflict resolution. The incumbent will give counsel and instruction to assigned professional and technical staff on clinical, administrative, and other professional issues. In conjunction with assigned clinical staff, the incumbent will develop yearly objectives for subordinates. Evaluates effectiveness of programs and resources (budget, human, space and equipment), coordinates on-going programs and plans and implements new programs as required. Assures the quality of care/services provided is the highest standard possible and meets all legal and ethical standards and requirements. Prepares, revises, and implements pharmacy policies and procedures in compliance with The Joint Commission, DEA and VA standards. Responsible for the supplemental controls of all Controlled Substances and access to control systems for physical security. Responsible for operation of inpatient pharmacy activities which include the intravenous admixture program, unit dose medication management system, and medication distribution while maintaining timeliness, accuracy and innovative computerization/automation to support these programs. Gathers, coordinates, and reports data for various reports and functions on an as needed or required basis. Develops and maintains cooperative working relationships with other services to maintain the highest quality of patient care and harmonious working environment for employees. EDUCATION: Is responsible for developing and expanding the role of staff pharmacists in pharmacy operational areas. Identifies continuing education needs. Assures pharmacy employees are properly trained and maintains records of all such trainings. Assures that new employees are properly oriented and instructed to their work area(s) including computer security, fire/safety, and equipment operation. Participates in self-development activities to maintain and increase professional competence, including regulations, pharmacology, therapeutics and age related treatment issues. Develops training programs for pharmacy staff to expand professional capabilities. Works cooperatively with medical, surgical, dental, nursing and other allied health care professionals to develop organize and implement interdisciplinary educational programs. These programs may be directed at health care professionals or patients. The program goals are to enhance education, training, and performance of professional staff in the clinical setting, or patient education of disease processes and drug therapies.
