Job Summary

The Quality Improvement Analyst analyzes CareOregon’s performance in key clinical quality measures, and functions as a key member of its assigned CCO/regional/line of business or benefit team that recommends, develops, implements, and evaluates population health, quality and practice transformation strategies to improve the health of CareOregon members and communities.  This position is focused on supporting practices and teams within a defined geographic area, CCO, benefit or line of business and may provide guidance to less experienced analysts.  This position spends the majority of the time using a combination of evaluation, quality improvement methods, and data analysis to meet defined clinical performance metrics, evaluate clinical programs and financing models, and regulatory deliverables. This position integrates QI activities, processes, and projects with the CareOregon Quality Strategy and related regulatory and accreditation standards to promote compliance.

 

Essential Responsibilities

 

Analysis and Data

  • Perform ongoing synthesis and analysis of performance information related to the assigned line of business and/or region, including producing and distributing actionable performance summaries in support of routine reporting requirements, ongoing metrics monitoring, and ad hoc requests from line of business leadership and clinic governance bodies (e.g., CAP, CWG, Steering Committee).
  • Using quality improvement and evaluation technical skills, evaluate line of business/regional/benefit priorities and develop strategic reporting systems for use at the staff, program manager, director, and senior leadership levels to assess the effect of key program and policy decisions.  Provide recommendations based on analysis.
  • Analyze performance of key metrics to identify trends, make predictions, and provide targets for early intervention to ensure targets are met.
  • Develop and execute analysis for key pay for performance programs and provides recommendations based on analysis.
  • Collaborate with the CareOregon Business Intelligence team to improve administrative data collection, define data elements for the reporting databases, and finalize reporting specifications.
  • Develop and present data and information in an understandable way and assist others to understand how data can be used to lead to improvement and maintain gains.
  • Collaborate with internal and external stakeholders to identify and act on opportunities for improvement in the area(s) of chronic and/or preventive care.
  • May provide guidance or expertise to less experienced analysts.

 

QI Technical Assistance and Regulatory Compliance

  • Serve as Subject Matter Expert for the technical specifications of clinical performance metrics.
  • Provide expert knowledge of how to document and spread best practices in clinics to achieve clinical performance metrics targets; will provide direct QI coaching to practices as needed.
  • Provide QI technical assistance to clinics and network partners on development and distribution of actionable data and/or gaps in care reports and applied use of reports within their settings.
  • In collaboration with the regional/line of business or benefit team, translate CAP/CWG/Steering/Dental Collaborative Committee priorities into clinical/community-based projects through the design and implementation of population health and quality improvement initiatives and improvement projects.
  • Work with clinics/network partners to identify collective training needs related to quality improvement methods and use of data.
  • Work with key stakeholders both within the department and external agencies to develop, assess, and implement new QI and reporting systems.
  • Create process documentation for QI activities.
  • Serve as liaison to regional/line of business or benefit team to coordinate regulatory deliverables and ensure timely submission of deliverables; provide data/reports as needed for timely submission of deliverables. 
  • May maintain benefit analytics roadmap, prioritization and deliverables; partners with assigned Busines Intelligence Analyst to align and prioritize work to meet the needs of the benefit/region/LOB
  • Provide Subject Matter Expertise for key regulatory deliverables and facilitates process for setting priorities and executing on process (e.g., PIPs, QAPI, etc.).
  • Serve as QI contact to OHA or CMS for assigned Line of Business or Benefit (as applicable) and attend meetings as required by Line of Business Contracts (e.g., QHOC, TAG, etc.).

Knowledge, Skills and Abilities Required

  • Strategic thinker with ability to gather and analyze data, assess effectiveness of healthcare systems and work with system partners to develop, implement and evaluate Triple Aim improvement strategies
  • Knowledge of healthcare quality metrics (e.g. CCO incentive measures, Medicare Stars measures, HEDIS or other measure sets)
  • Advanced proficiency with computer software programs, e.g. MS Outlook, Word, and PowerPoint
  • Advanced proficiency with MS Excel for data analysis and skills with large administrative database reporting functions and/or relational databases
  • Knowledge of program evaluation methodologies and analytic strategies
  • Knowledge of population health, quality of care concepts and methodologies, and FQHCs, as well as concepts of community health and social determinants of health
  • Working knowledge of health equity, inclusion and diversity frameworks and how to apply them to data analytics
  • Understanding and ability to facilitate integration of clinical QI models and methods into existing programs
  • Strong interpersonal skills
  • Excellent communications skills to include: verbal, written, presentations, meeting facilitation and reports, specifically including the ability to present statistical and technical data in a clear and understandable manner utilizing appropriate visual aids and effectively facilitate and coordinate the work of a workgroup (including internal and external members) engaged in quality improvement activities
  • Accountable, self-starter, able to work in a fast-paced environment
  • Possess a high degree of initiative and motivation along with the ability to effectively collaborate and plan with coworkers and others
  • Must be customer service oriented and able to function under potentially tight timelines
  • Able to interface with external stakeholders (providers, OHA staff, etc.,) regularly 
  • Ability to work beyond regular business hours as needed; as an exempt position, working hours vary

Education and/or Experience

Required:

  • Bachelor’s degree in social science, science, or math with minimum 3 years’ experience in quality improvement, population health or a related field, including minimum 1 year data analytics experience

OR

  • Master’s degree in data analytics (e.g., health informatics, biostatics, business, data analytics, etc.), public health, or health administration with minimum 2 years’ experience in quality improvement, population health, or related field, including minimum 1 year data analytics experience

Preferred:

  • Experience with Tableau or SQL experience
  • Related experience in the designated benefit area
